If you are asking about compatibility, the only time we don't use the Rising Sign ... we use the Ascendant, which is the exact degree of whatever sign was rising on the eastern horizon.

And we don't compare one person's Ascendant with another person's Ascendant.
We only look at what "angular aspects" one person's Ascendant makes with any of the other person's 10 planets.

The only exception is if two people have the same Rising Sign ... in which case they approach different areas of life in the same way.
For instance, with Cancer Rising, often the person has Scorpio on their 5th house, so when it comes to romance they are Scorpio in nature. And the other person who also has Cancer Rising will probably have Scorpio on their 5th house too .. and have a similar style for romance.
Etc. (each of the 12 houses rules a different area of life)
Having the same Rising Sign produces a similar way of handling life, which helps with getting along when you merge your two lives together. But it doesn't guarantee that you two get along emotionally, mentally or sexually. Houses are not inner traits . they are superficial areas of life .. so similarity in these is no guarantee it will work.
