If I don't have enough funds to cover a DD payment, how soon would it be sent to the collections department?

Quite some time. They will add interest for a few months and write to you. You need to contact your bank and say there will be a shortfall this month.

It doesn't. The payment just doesn't get made, Oh, and you pay a bounce charge.
