So I used a colour remover to strip the red dye from my hair however it didn't get rid of all the colour, parts are still red and the rest just looks yellow. I watched a yt video and a hairdresser said you need to do 2 cycles of the colour remover should I do it again or what?

Color remover won't do much to completely remove the dye. If you want to get rid of the red then you should strip your hair with bleach. You will have to deep condition your hair after you bleach it.
Red can be tricky to remove on your own. Also if you don't know what your doing with bleach, you should see a professional and have them strip out the red. For the yellow you can try applying a toner, usually you mix it with developer and that can help reduce the yellow tones in your hair. You should also deep condition your hair after you tone it.

Well if you put a blonde or brown dye over it now, it might come out uneven. Only black dye can cover patchy hair evenly. But bleaching it twice might make your hair so brittle it will break and stick. Been there done that and was never so miserable. If you want to go blonde, I would advise you to bleach again. If yoy want to go brown, maybe try poly palette, or l'oreal excellence cream. Garnier Oleo also saved my life and is odor free. A shade of brown with the word "light" in the name might not compensate for the bleachiness enough though. Make sure you check the chart on the side of the dyes.

I’m not sure about red but after 2 bleached and 2 color removers I still only got my blue hair to turn mint green, and splotchy like you describe yours right now. Best advice is to go to a hairdresser or dye it a dark color after the second color remover
