Was there is any rules to not to procure Air condition for the normal office employee?

At my place of employment, there are none I'm aware of. However, we already have central air. So I'm sure the building maintenance department wouldn't be happy if we started hanging window-mounted units in our offices.

No, unfortunately there is not.

No requirement in most businesses

Guess that would come down to federal and state laws, size of building and such do play a role in required air flow and such. I have never heard of AC regs in the work place, just heating.
