In India why Air conditioning is not eligible for the office employ except higher officials?

My guess would be it's too expensive. Also, how's the electricity supply situation in your area of India? Some countries are short of power, so no point installing AC. Culturally, India is unusually status-conscious, and having AC in your office is probably a Big Deal to "prove" you are "better than" the peons. Could be any of these reasons, or something else.
