Power of a 1.5-volt alkaline cell varies with the number of hours of operation. A brand new D-cell can deliver as much as 13 A through a copper wire connected between terminals. Determine the power of a brand new D-cell.

Power = IV = (1.5 V) × (13A) = 19.5 W ≈ 20. W (to 2 sig. fig.)
With a new 1.5V cell installed vary the resistance of the external copper wire by varying it's length and/or volume until (V)*(I) is maximum. That product is the highest obtainable Watts from a new 1.5V cell.
1.5*13=19.5W But that is Ideal and under a reasonable load it is probably ~18W or less due to the internal resistance.
That answer is wrong.
with a short between the terminals, the output voltage is zero, and power is zero.
Power delivered is zero, but power generated is 19.5 watts, but that power is dissipated in the battery as heat, none is delivered to the load.
