Why does he touch my elbow when he are having a conversation?

So my coworker and I were alone just talking about random things and he goes in closer to me and starts touching my elbow he would put his hand and touch it then he would do it again for several times until the point he just leaves his hand there. Then all of a sudden he lets go and stops touching my elbow and he got really close to me face to face. Why?

He has really bad aim, that's why. Let him know where your boobs are next time.
