As long as there are mentally ill people around it will happen.
First, the odds of anyone dying in a mass shooting are far lower than death by a lightning strike.
And we are working on this from the logical approach: watching the signs.
Fact is, rifles -- of ANY kind -- kill fewer than 360 Americans a year.
Yet there are millions of them.
Normal people never even think of pointing a loaded assault rifle at a crowd.
They ARE dropping hints of their intention. Every mass shooter did.
We're learning how to spot those hints and other signs.

IMO , public executions ( hanging ) of convicted mass murderers may not eliminate ALL mass murder , but I think it would certainly deter the majority of them.
The science of criminal psychology is not advanced enough to distinguish the truly mentally ill from the talented actor. The USA has got to get over its penchant for having more empathy for the convicted , then the victims. The convicted mass murderer surrendered his/her rights to moral empathy the moment he/she committed the crime.

a) As long as there is easy access to firearms in the US, there will always be mass shootings.
b) As long as American culture continues to be violent and Americans rely first on violence to solve their problems, there will continue to be mass shootings.
