There is no way to know for certain. There is archaeological evidence that the area had been inhabited for thousands of years at the time of European arrival. Spanish explorer Don Juan de Onate recorded that the area was being cultivated by Native Indian farmers, in 1598; and gave it the Spanish name El Paso (the Pass) There were no European settlers in the area until 1692 when the Spanish governor of New Mexico made it his temporary capital during the Pueblo Revolt.
