If they are born in America, then they are currently considered American, as I understand our Constitution.

There is an actual Mexican state called Chihuahua, and you can actually look it up. So, maybe the dog really is from that Mexican state. I don't know. If the dog was first bred in that state, then, yes, they are Mexican, in that sense, even though, technically, only humans can be Mexican. The dog would be Mexican in origin.

The breed was "discovered" in the state of Chihuahua by USA Americans, which is why the little dog from Mexico was called the Chihuahua. It is the national dog of Mexico.
