Assuming you have now removed the USB so it tries to boot the HD. The chances are its one of two things. 1) your bios does not support W10(You always need your latest bios to have your best chance) 2) you did not allow the installation to blank the disk and install itself with all its default settings. There might be other issues, such as an undetectable mainboard chipset(eg non intel) which may need a fixup. Or an unsupported Video chip which may need either removing until the install is succesful and re-adding in or you may need to add in a different simple GPU that is supported properly. if your bios has a UEFI option set it to UEFI mode and re-install W10. Note: if you have an OPTANE cpu you would probably need to understand on any bios update windows must be allowed to restart up to 3 times where the screen goes black and may stay that way for several minutes. during that time you must not interfere with that process. Optane is configured in the bios and a special process is involved. If the w10 is not a DELL issued version it may not have the optane fixup. you may need to enter the bios and turn off the optane to get it to boot succesfully before being able to re-adjust it and apply the optane enhancements to the HD.
