The person driving the car gets a traffic citation. For an accident the insurance on the car that is driven is prime and if the driver is found liable the car's insurance will pay. One exception would be if the driver lives in the same household as the policy holder of the car and the insurance company has not been advised of the housemate, then often (not always) the insurance may not honor a claim.

Wow! These are VERY basic things that every responsible vehicle owner should know without having to ask.

If whomever is driving the vehicle is guilty of a moving violation the driver would be ticketed. Parking and speed camera violations would go to the registered owner of the vehicle.

I case of at-fault accident the vehicle owner and insurance holder for the vehicle would be liable and responsible.

Tickets are on the driver, not the car( except parking). As an owner you need insurance. If you let others drive that insurance needs to cover other licensed drivers.

When cops issue traffic tickets, they charge the driver every time. Camera tickets (which aren't real traffic convictions in most places) get mailed to the registered owner.

Accidents are the opposite. The owner, not the driver, is responsible for their vehicle and any damage it causes. If I lend you my truck and you crash it into someone's house, you didn't just have an accident. I did, because I'm the owner and I gave you permission to drive it. You might have a charge or two to deal with, but all the damage bills and lawsuits are 100% my problem. And if my insurance company has a problem with the fact that you were driving, that too is 100% my problem. Don't feel bad for me, I knew the risk when I handed you the keys.

That's how the law works in every state, province, territory and pretty much the entire civilized world. Many people have found this out the hard way, but now you know. Kind of makes you think twice about lending your vehicle to a buddy, doesn't it?

From experience of speeding cameras ticket gets sent to the registered owner but you can contact them and tell them who it was.

If they are pulled over it would be the driver.

The driver receives the ticket for a moving violation, but all accidents and violations go against YOUR insurance. YOU bear all liability for any accident they might have. And all parking tickets and similar fines go against the registered owner of the vehicle too. Be VERY careful about who you lend your car to, and make sure they are insurable. You don't want to find out after an accident that the insurance company won't cover the accident because of who was driving.

The driver is ALWAYS responsible for things that happen while they are driving.
If you lend your car always always ALWAYS make sure that the person you lent it to is insured to drive it. If you don't YOU are committing an offence.

Well, in civilized countries you'd get the ticket, then tell the authorities who was driving and they'd transfer the ticket to the correct driver. I don't know what happens where you live. Accident liability is the driver's responsibility normally.
