Not all of it. However, the US Coast Guard, the US Customs Service, and the Transportation Safety Administration (the airport security check people) have no salaries and are expected to work for no pay. These people are all essential for border security.

Some folks find it rather odd that a person touting a border security "crisis" would block funding and salaries to most of the workers involved in actually securing our border. Just sayin...
