Sometimes it helps to check a lexicon, because sometimes the option for a Hebrew word change what it shows in English, there are many meanings to the Hebrew word for evil.

It means God isn't going to continue a harmful thing if they stay quietly in their country.

The Hebrew word for Evil is pronounced "Ra", which means many things. That is why I told you the options of the translators are sometimes many.

Seems clear enough. They have reaped what they sowed, now God is willing to start anew and restore them if they on their part are willing to be obedient.

Justice for transgressors is evil things to them. Mercy is to spare and restore if they return.

Bad translation choice. As Christian Sinner said, the Hebrew word, "Ra" can be translated in different ways. "Disaster" is NOT necessarily evil when it is sent as judgment upon sin by a Righteous God.
