✔ 最佳答案
The aux v. is omited when it exists in form=be+to+verb=omit be.
But to+verb=to-infinitive;
Hence:-The finites of be are used with a to-infinitive to convey a variety of meaning with be or without be;
Subj + BE-------------to-infinitive
WSJ reports=WSJ reports the above statement.
World scientific journal=WSJ
(1)China (is) to revise "Made in China 2025" tech.plan....------present tense with be;
(2)China revised "Made in China 2025"tech.plan--------w/o to (omited)------past tense.In this pattern the auxiliary verb can be treated as omitted to be followed by a bare infinitive (ie without to)---- revised--->to revise;; revises---->to revise.
(3)At what time is China to revise"Made in China" tech plan ?------A question on present tense with be here is or has can be used.This is the applied English for usage.N.B.:-Newspaper heading with line at the top of a front page does Not contains the auxiliary verb in the title.

標題,通常都是以 名詞,或是句子的形態存在。而且,當以句子形態存在的時候會

省去 助動詞,
未來式 用 be+to+verb (省去be) or 進行式

例子們:
Trump (is) to shutdown the government for 3 weeks(未來)

Trump shutdown the government for 3 weeks (過去)

Trump (is) shutting down the government for... (及將未來)

Three weeks of perils (名詞)
