Yes. Tenants may not change exterior locks without permission of the landlord (and giving landlord a key).

What kind of lock? There are "travelers' locks" for temporarily jamming the door shut when you're inside and possibly even from the outside (when you're not home). Any permanent installation would probably cause "damage" and need permission of the landlord, who may also want a copy of a key, if it uses one. Of course, using any sort of lock on a bedroom door may require compliance with pertinent life-safety code and fire code.

No. Landlords need access in case you die inside or there's some emergency that needs fixing like a broken water pipe or window.
