The answer is yes, but with conditions.

Generally speaking, a diplomatic post can only provide to those residing within its area of service. However, a diplomatic post also has discretionary power to provide services when deemed necessary.

In this case, the U.S. Consulate General Hong Kong and Macau is supposed to serve those who reside in Hong Kong or Macau only. A PRC Passport holder can apply for a U.S. at the same U.S. Consulate, providing that:

1. The PRC Passport holder is a resident of Hong Kong or Macau (i.e. have an ID); or,

2. The PRC Passport holder has a compelling reason to seek visa away from the Consulate that he/she is supposed to apply.

Please note that for #2, the process will be more difficult because there will be more documentation/evidence needed. Also - this is discretionary. Even the reason is compelling, the Consulate needs not to process the application.

* For the purpose of this question, the definition of the PRC Passport does not include Hong Kong and/or Macau SAR Passport.

I don t think so.

PRC passport must be applied in mainland Embassy.
