as a friend or romantically? if it's the latter, you should let your friend know. as some may find that weird if you're dating their sibling, and it doesn't work out for whatever reason. they may feel you won't hang out with them as much, and it may not be the same.

It's OK to like him but you can't do anything about because he's taken. I would not tell his sister either as it may be a little areward.
