is still---------still comes after the verb to be before the main verb=is;after a postive modal verb=is, which is lacking here.
encouraging the applicants to pursue (to take) the examination---------object, with adverbial clause on the function of manner, reason/cause, result, comparison/contrast, condition and concession.
In short, eg:-The exam. needs to be modified.
