In pretty sure they all can, It just depends on its genetics. Like some full breed dogs half a VERY low chance of having it, unless they are husky or Australian Shepard and such. Like if you have a Siberian Husky mix with a Corgi, it's more likely to have blue eyes than if it was full corgi, and less likely to have blue eyes than if it was full husky.

maybe your dog is mix breeds if your dog has blue eyes. not only huskies always have blue eyes. some have black, grey, red, blue . brown. hazel .

Islam is very clear concerning the topic of dogs. The Qur'an teaches us that black dogs have blue eyes because they are the servants of Shaitaan (the devil), and they are possessed by the Jinn (demons) to prevent us Muslims from receiving the blessings of an angel. Angels do not enter a house where there is a black dog or an image of one. We Muslims do not regard dogs as our pets or companions, because Allah Subhanahu Wa Ta'ala has made it clear in the Qur'an that animals were put on this earth to become our food and resources. They are not our friend. They are a means to an end. We keep dogs for hunting and sheep control.
Sahih Muslim 5511—It was narrated that Aishah said: “Jibril [supposedly the angel Gabriel] promised to come to the Messenger of Allah at a certain hour, and that time came but he did not arrive. He (the Messenger) had a stick in his hand which he threw down and said: ‘Allah does not break His promise, and neither do His Messengers.’ Then he turned and saw a puppy beneath a bed. He said: ‘O Aishah, when did this dog get in here?’ She said: ‘By Allah, I do not know.’ He ordered that it be taken out, and Jibril came. The Messenger of Allah said: ‘You made an appointment with me and I waited for you but you did not come.’ He said: ‘I was prevented by the dog that was in your house. We do not enter a house in which there is a dog or an image.’”
Keeping a black dog in your house is a sin, and direct disobedience towards Allah Subhanahu Wa Ta'ala. Black dogs are the servants of the devil, and by keeping a black dog, you are keeping a servant of the devil, and exposing yourself to the devil's temptations. Islam is very clear about sin. When a person commits a sin, he is placing his entire family at risk of Jahannam (Hell). Sin is a disease, and family members shall inherit the punishment. And it was narrated that Jahannam (Hell) consists of relatives and animals of those who have sinned. When a person fails to pay his debt, his family will be sold into slavery. When a person commits a sin, him and his whole family are sent to Jahannam, including his children and pets.
