Tattoos from 1-3 years ago get raised and itchy randomly??

I m just wondering if this is normal? I have tattoos on my legs, foot, wrist, and back. Usually it is the one on my foot, but sometimes my legs and wrist too. But randomly, for no reason that I can tell, my tattoo will get super itchy and will get raised up. I think it is worst with the black ink?

Yes, the skin around the tattoo can remain sensitive for many years. Mine can still raise and become itchy 11 years later. I found out that it was the washing powder I was using was making it raise n itch, I swapped to non bio and it's doesn't happen much.
