Hows does east and west Germany's apology compare?

I know that both east and west germany had apologized by paying for the destruction and losses of life in WWII and accepted the Postdam agreement, but thats about all the information that i could find... any help?
Update:
2nd question: did Germany still have a German government? even though it was being controlled by both allied and soviet forces? if Germany did not have a government then who apologized for Germany's wrong doings during WWII?
