Is it legal in Missouri to create a Facebook event in a public place just to ask people to donate to you...?

Its Legal other people do it just be aware you may or may not get any Donations Facebook is not a good place to Ask for Donations as it can be kinda Sketchy to a lot of people a lot of people may Avoid doing that

You be Better off setting up a Go Fund me Account or something like that if you need a Donation for a cause or something
