2. Yes. You have to check with your local PSB for the procedures. The current wait time is 4 years 1 day based on the date of marriage.
3. Absolutely not.
By default, it is difficult for Mainland qualifications to be recognized in Hong Kong, unless your qualification is obtained from top tiered national universities.
What makes this even more difficult is accounting is a profession that need licensing. And licensing requirement is difficult for those who submit qualifications from Mainland.

1 內地人需要戶口簿 (需註明未婚)及有效之港澳通行証。
2. 婚後去戶籍所在地的公安局，以夫妻團聚做理由申請單程證來港，廣東省戶籍約需時4至5年。
3. 香港是不承認大陸學歷的。
