Also, could you suggest a wall and chair/couch colour that would work with it?

Colors that go with royal blue are shades of silver/gray, gold/yellow, rust/orange, apple green and the classic white.

Rather than try to match that rug to everything you load into the room, use Royal Blue only in small doses.

I say go shopping and find some inspiration. You may find a piece of art work or maybe a set of decorative pillows or curtain fabric that compliments the rug. I think you would be making a mistake to just paint the room a color without first having a jumping off point with an item of inspiration.

If you have a modern flair, a white leather couch with orange pillows and a big print on the curtains could be fabulous. Throw in other citrus colors such as yellow and lime green (not neon colors, mind you) and you have yourself a great atmosphere.

If you are more traditional, tone the colors down and use cream/tan upholstered furniture. Perhaps find something that looks solid from a distance but actually is a tone on tone print that adds depth and texture.

Like I said, go shopping. Look for pillows, art work, lamp shades, curtains and upholstered furniture. You are sure to find something you love and use it to inspire the paint color and other furnishings you need to create a comfortable room you will love.

Some of the traditional ways of getting color combinations are to look at photos of rooms with blue rugs.
Or find a fabric you like that has Royal Blue in it and study what colors they put WITH the blue.
Another alternative technique is to find something in nature that matches the color ... but there isn't much in nature that IS "royal blue" .. almost no flowers, for instance.

A very light neutral .. beige, white, light grey. the blue colour will be SO bold and demand SO much of your visual attention, that everything else needs to fade into the background, or the room becomes too "noisy" and visually uncomfortable to be in.
It IS possible to find a very light blue to go with it .. but blues are notoriously VERY difficult to match. Perhaps if you took a scrap of carpet into a paint store, they could scan in the colour into their computer, and mix a very light tint of the same shade of blue for your walls. But that might be TOO much blue in the room.
