There are some major difference.
1. An ownership of public housing unit is not a true ownership, but instead a right of possession with survivorship. It is due to the fact that the property is on the government land, which practically gives the Housing Department full rights.
(For example, the Housing Department can buy the property back without your consent. The only thing the Department needs to do is compensation.)
2. You practically have no voice in term of everything.
Unlike a private property owner, who can express his/her right via owners' corporation, a public housing unit owner can't, as the estate is controlled by the Department.
