公屋加名(加入有身份證的新移民成員)的問題?

一家人為現住公屋的租戶，戶主是阿媽。兒子跟內地女人結婚(在香港註冊)，新抱已經在幾年前拿到香港身份證，但沒有長期留港（仍在內地居住）。
　　
現在因為BB來香港讀書，所以想將新抱和BB二人加進現有公屋成員名單中。

請問現在才加名,會否牽涉法律責任問題？（但我聽人講，一定要加配偶的規定只針對申請人的人仕，而不包括現有公屋居民）
　
希望沒問題喇……

新移民在加名前已經一早擁有香港身份證，會否成為問題？求有經驗的人仕可以幫幫我。

The answer is no.

Because the potential new household members have not resided in the public housing unit, and to make this even better, the because members reside in the Mainland, as far as the Department concerns, there is no legal issue, as they are really not the members of the household in anyway.
