Property of the state book found thrown away in garbage, can I sell it?

I hope your state's staff aren't always so careless about chucking out its property. I remember a kerfluffle when a government fisheries department dumped its library's discards into a landfill. Word got out and swarms ("schools"? shoals?) of professors and fish scientists descended on the dump site, snatching what they could. One told reporters that the books had information value, should not have been discarded, and, if they had to go, should have been offered to researchers.

So Maybe. Maybe not.
