2. Not necessary - being dangerous does not mean it is worthless, although the value will be impacted.

Being dangerous simply means there are structural issues that makes the building dangerous to be inhabitable. If the structural issues are fixed, then the building can be inhabitable again. Also - the building can be sold to the developer for re-development.
