1. No. There is no such thing as Adoption Certificate. The only document that legalizes the adoption is the Adoption Order, issued by the District Court based on the recommendation of the Social Welfare Department.

2. No. Birth certificate numbers, like HKID numbers, are basically a file number by the Immigration Department. So unless in special circumstances, the number will stay as-is even with adoption.

(Adoption only legalizes the transfer of the relationship. It does not change the person's identity.)
