How do you convert .003 percent to a fraction?

Percent means out of 100.
0.003% = 0.003 / 100 = 3E-5 = 3/100000

The 'per cent' sign is similar to saying you have pennies (cents) instead of dollars, how would you convert cents to dollars?

divide both sides by 100%
1 = (1/100%)

Your formula is how to convert a percentage to a decimal.
It is NOT how to convert a percentage to a fraction.

What you do is:
- convert the percentage to a decimal
- then convert the decimal to a fraction

You convert the percentage to a decimal in the way that you have done, so you get
0.00003
You then need to convert that to a fraction, which you do as follows:
A - count the number of digits to the right of the decimal point
B - the bottom of the fraction is a "1" followed by a number of zeroes equal to the number found in A
C - the top of the fraction is the number without any decimal point. Leading zeroes can be omitted.

So, your answer should be
3/100000


Note: "3E-5" is called "engineering notation" and it means
3 x 10 to the minus-five power

3 = 3 x 10 to the zeroth power
0.3 = 3 x 10 to the minus-one power (i.e. one place to the right of the decimal)
etc.

In this case, just put in two more zeros, i.e. 0.003 percent = 0.00003 = 3/100,000.

You ALREADY KNOW the answer to this question, so all you are doing is TEASING and provoking the rest of us..A percentage is ALREADY OUT of 100. Dividing by 100 a SECOND time gives you the WRONG answer.
