Whenever I have had an "all in one" printer/scanner device, nothing would work until good ink cartridges were installed. It might be something designed intentionally, to force the user to buy ink, which is a big moneymaker for manufacturers.
This may sound stupid, and I know you do not use any ink when you try to scan, fax, copy etc, but all printer options need to be functional to make the printer complete and fully operational for use. So you will need a sufficient amount of ink in all cartridges in order to scan. A replacement ink cartridge may be necessary
