Is a person called adopted if one parent is a biological one and one is adoptive one? when talking of that child being adopted?

I don't refer to any of my kids as "adopted" and I have biological and adoptive kids. I just call them my kids.

No but the non biological parent can apply to adopt the child to be legal parent but the child is not classed as an adopted child.

In a sense, yes, the person has been adopted by his or her step parent. Since the person is still living with one original parent, it's a different situation than being adopted by two parents who are not biologically related to the child.

Why label them at all? they were adopted by 1 parent, and not by the other so unless you were discussing it with someone, there is no need to mention being adopted.

No, for the biological parent.
Yes, for the adopted parent

The biological has to be a Parent. Not a relative.
If there is only one Blood Parent, then the child Might be a "Step-Child" of the adoptive parent.

No. The child is adopted, but only by the adoptive parent (presumably step-parent). You are not completely adopted because you still have one biological parent.
