Italy.

Taste is a matter of taste, however things could taste best and not be the best for health. So what do you mean by best? I honestly have not visited every country in the world and tried their food. Maybe ask Anthony Bourdain.

You need to define "Best"? A lot of good to average food that tastes "best" is actually truely bad for you, look at the average obese American. You need to be eating food that is sustainably produced, produced with minimal chemical interventions, retains all of its nutrients and then cooked lovingly and as fresh as possible. A lot of Asian produced especially from China, Vietnam and Cambodia can be Toxic. The first thing that Chinese families in China do when they have the money is stop buying food from China, they buy food that is viewed as clean and green usually from Australia, New Zealand or Europe.
