Can a journalist interview a cop at a crime scene? Will they talk? What questions can they answer?

Most police and fire departments have a public information officer (P.I.O.) The P.I.O. acts as a liaison during major events that attract media attention. Departments that have P.I.O.'s have strict policies that forbid employees from discussing anything with the media. The P.I.O's are specially trained to know what to say and what not to say to the media
While they can try, all they are likely to get is "no comment at this time". It isn't the place of the officers to be making statements about active investigations, if there is information to be released, the police department will release it.
They can try, but the cop is unlikely to provide answers. They are working after all.
They an try to interview a cop, but I don't know what the odds are they will talk to them at a crime scene, and btw what does this have to do with movies?
