What does it mean - to make someone a concert? And its not about concert. Is it like to rebuke?

It's not the right word choice you have, but do you mean 'to make someone consent' [to something] ? That's not as strong a word as rebuke, but it does show that the two people are not thinking the same thing or that they don't have the same intention to start with....

To be in concert with someone suggests a harmonious relationship. It has nothing to do with rebuke.
