I have a new laptop and I plan to move files from the pc to the new one. This will be going from Windows XP to Windows 10. How is the best way to do that?

The answer depends on whether you want to spend some money or not.

FREE:
1. You can sign up for free cloud base storage. The free sites don't offer much in the way of storage space, but coming from XP you may not have a large hard drive anyway thus not many files stored. So these might work for you. There are literally 1000s of such sites on the market so you won't have a hard time finding one when you do an internet search called "free cloud base storage sites" to get a list.

2. Microsoft provides One Drive cloud storage. Their free one is 5GB. Again, as above, if you don't have many files stored due to a small hard drive, this is a perfect option for you. Here is the link. On the far right is the free one to click:

3. If you currently own some blank CDs or a thumb drive or an external hard drive, either of these is ideal for accomplishing the transfer

PURCHASE:
1. If you don't have any blank CDs, thumbdrive or external hard drive, either of these can be bought cheaply. I prefer the external hard drive, but that's just me.

2. Transfer cable. They are not very expensive. Here is an example:

By using an external USB hard drive that's going to be your fastest method to transfer files to the external hard drive and then from the external hard drive to your new pc

I bought External Drives (2TB)
I keep all my data files on the External Drive,
Only programs on the PC hard Drives.
That way it is easy to use the data between them all. I can keep the external drives in a fireproof box/safe.
Plus the backups are safe from virus/malware.

Method 2:
Connect the two PC via a LAN cable then network them together, and transfer/copy the files.
Method 3:
Connect the two PC via a WiFi then network them together, and transfer/copy the files.
Method 4.
Use a Cloud Storage system. Drawback is that any snooper can access them.

Get a hard disk
Copy everything on that.
Take Hard disk and transfer that to new pc

Ever heard of thumb drives?

No "best" way, they are equally as good; but I do have to point out it is possible to waste the time and screw it up that end up with a dud transfer, which would usually mean you got to do it over again.

I would do it by USB flash drive, but emphasis they are equally as good.
