Why punish attempted murder less than murder?

Murder is NOT a statute law, but case law. Also, there is the concept of "Eye for an eye. Tooth for a tooth."
Failure to actually take a life means the legal system cannot impose a harsher (loss of the criminal's life) penalty than the damage he inflicted. He failed to actually take a life, he cannot be expected to forfeit his.
