Attached a picture of it. First one is under acidic and second one is under basic conditions.

1.
Reduction half-equation: ClO₄⁻(aq) + 2H⁺(aq) + 2e⁻ → ClO₃⁻(aq) + H₂O(l)
Oxidation half-equation: 2Mn²⁺(aq) + 3H₂O(l) → Mn₂O₃(s) + 6H⁺(aq) + 2e⁻
Add the above two half-equations, and cancel 2e⁻, 2H⁺(aq) and H₂O(l) on the both sides. The balanced overall equation is:
ClO₄⁻(aq) + 2Mn²⁺(aq) + 2H₂O(l) → ClO₃⁻(aq) + Mn₂O₃(s) + 4H⁺(aq)
2.
Reduction half-equation: 2NO(g) + H₂O(l) + 2e⁻ → N₂O(g) + 2OH⁻(aq)
Oxidation half-equation: I⁻(aq) + 2OH⁻(aq) → IO⁻(aq) + H₂O(l) + 2e⁻
Add the above two half-equations, and cancel 2e⁻, 2OH⁻(aq) and H₂O(l) on the both sides. The balanced overall equation is:
2NO(g) + I⁻(aq) → N₂O(g) + IO⁻(aq)
ClO4{-} + 2 Mn{2+} + 2 H2O → ClO3{-} + Mn2O3 + 4 H{+}
