Fossil fuels are fuels formed by natural processes of buried dead living-organisms, which are carbon-containing. The carbon in fossil fuels originally come from the buried died living-organisms.
ALL of mankind's traditional fuels contain carbon.
The chemistry of life is centered on carbon. Fossil fuels are the chemical remains of life. Presumably, if life were based on a different element from carbon, then the fossil fuels would be based on that element instead of carbon, but it isn't. At least not here on Earth it isn't.
