v(air) / v(plastic) = sin(i) / sin(r)

(3.00 × 10⁸ m/s) / v(plastic) = sin62.7° / sin48.1°

speed of light in plastic, v(plastic)
= (3.00 × 10⁸) × (sin48.1° / sin62.7°) m/s
= 2.51 × 10⁸ m/s

Snell's Law: n1 sin(theta1) = n2 sin(theta2)

n1 = 1 for air, theta1 = 62.7 in the air, you have theta2 in the plastic, solve for n2, the index of refraction of the plastic.

Index of refraction is defined as (speed of light in vacuum) / (speed of light in material).
