Probably the author is using the word "sister" in one of the less rigid (but still standard) senseshttp://www.dictionary.com/browse/sister
That is: perhaps she was a sister Judahite, or a sister Israelite, or a sister Jerusalemite, etc.

No. In ancient Egyptian love songs, when a woman was referred to as a sister it emphasized love and closeness. Your sister is always your sister. The Hebrew word used by Solomon is used elsewhere in scripture to refer to any woman of the same tribe. One example appears in Number 25:18, where GOD describes a Midianite female as the 'sister' of the entire Midianite people. In context, there is no familial usage, only this tribal reference of overall relationship based on tribal identity.
