Rule of thumb... If it's raining enough that you need to use your windshield wipers, you should have your lights on. In SOME states, it's the law.

Car headlights or house lights?

Here in Canada we feel it is very important for safety that we have running lights, usually the headlights, that come on automatically when you start the car.

It's the law in some states, but mostly common sense. Headlights are not always to help YOU see, but to help OTHERS see you.
