In order to compare the energy use per capita of the countries, what calculation must be done?

Per capita means per person ("capita" means "head"). To find anything per capita, divide the total by the number of people.To find the energy consumption per capita, divide the energy consumption by the number of people. So obviously you will need the number of people.
