Is there any type of plastic or something I could put under a book case in my unfinished basement to prevent contact with the cement floor?

I would put it on adjustable aluminium or nylon feet to raise it off the conc. Plastic sheet may 'sweat' causing the floor to become wet, especially if the damp proof membrane is not really functioning. If you have some air circulation this will help keep things dry and sweet and you can stop the bookcase wobbling if the floor is uneven.

No, sorry. I'm afraid our technology hasn't advanced that far, yet. My advice is to suspend the entire bookcase from the ceiling using a complicated array of ropes, pulleys and strong glue. Hope this helps in the whole non-contact with cement floor sid-uation you are in. Bless.

You can buy plastic carpet protector from DIY stores, its on a roll, they sell it by length, this should be ideal.

I wouldn't put a wooden bookcase in an unfinished basement. It may warp. A metal one would be better.

If it is wood, perhaps cinder blocks or bricks on tiles to raise it off the floor.

I'm worried about the condition of your books in a damp basement. They will smell of mildew if left for a while.

There are thousands of different things you could use.
I'd choose a tarpaulin which you can buy at any hardware or DIY store.
