English question, please help?

“Mr Feeney was referred to the High Court in December after he told the
Parliament he could not find confirmation he renounced British citizenship
inherited through his Northern Irish father.”

What does refer mean here according to the dictionary? There are many meanings of "refer", I am not sure which one this one refers to. Thank you if you can help

"referred to" = "tranferred to" = 移交 至 / 轉 至

“Mr Feeney was referred to the High Court in December after he told the

≡ 在 Mr Feeney 向 the Parliament 表示,無法找到他放棄British citizenship 的確認後 . . . , 他(的過案) 己於12月 移交 至 the High Court.

"Referred", as it is used here, means this: Mr. Feeney was told (by Parliament) to go the High Court.
Mr. Feeney had told Parliament about his renunciation of British citizenship, but Parliament decided that they could not deal with the matter, so they told him to apply to/enquire at the High Court. "Referred to" means: advised to/told to go to another authority and ask there about the problem.
