This has never been a problem for me with windows updates. It sounds as though you are choosing a windows upgrade to a new version with a clean install.
You can't disable windows updates anyway. I would look elsewhere for the cause of the problem.

The "fix" is to download the windows 10 iso and reinstall it that way. Then download the cumulative update installer from the windows catalog. Sometimes windows is retarded and loops two or more updates (that undo each other). If that happens you can't fix that problem and won't be able to update until you wipe Windows 10. If you want here the catalog:

https://www.catalog.update.microsoft.com/Home.aspx

You can download the cumulative update yourself and see if it installs that way. I recommend a stable connection because the updates are usually 600-2GB in size.

This is the number one complaint with Windows 10 what an update installs it takes away any software that you have installed and half of your programs every time the only thing that I know that actually works because going into the control panel find administrative options find service scroll down in Services until you find Windows updates right click properties and disable it and you will no longer receive any Windows 10 updates

THE SECOND TUESDAY OF EACH MONTH IS WHEN
UPDATES ARE DONE.

you have either corrupted the operating system,
or possibly you are receiving fake updates from malicious software (aka, Virus or possibly Trojan)

.
