Do I Have to file taxes?
I am a college student working part-time. My parent's still put me on their tax forms because I am under 24. I earned $3,000 for 2017.
Do I have to file taxes? Do my parent's have to note in their taxes that I work?

If this is your ONLY income and it is reported to you on a W-2, you do not have to file because $3000 is less than your standard deduction. You do not have a filing requirement. Look at the W-2, if box 2 is blank or $0, there is nothing to gain by filing. If box 2 has a value, say $100, I'd file a 1040-EZ by mail (or free online) just to get the $100 back.
The only time your parents would note on their taxes that you had income is if they get insurance through the ACA exchange *and* you had a filing requirement.
Your income is not included in your parents. Being claimed by them simply means you cannot claim yourself (you don't get the individual deduction.)
You should still file, just to be sure you aren't owed a refund. If you aren't owed a refund, and don't need to file, at least you've officially told the IRS.
Note: If you do file, file every year from now on- even if you don't have enough/any income. The reason is the IRS will get confused if you have gaps in your reporting.

if you are their dependent they claim you, and if you had income tax withheld form your $3K, yes you will file your own tax return to get that refunded to you
Generally speaking, although their are exceptions, a person making only $3000 would not have to file if all of it was made by working as an employee. However, if you made $400 or more working as an independent contractor, in self-employment, or any other way besides as an employee, then you would have to file. (The rules are even more complex if you had unearned income, such as interest and dividends.)
