The answer is yes.
The current law does not prohibit anyone under bankruptcy from entering and exiting Hong Kong. The current law only prohibits travel.
As soon as you are not traveling, you should be fine.
(Note - given that you failed to submit the reports as required, you may be subject to prosecution for the failure.)
