Why is 麻烦 the hanzi for "problematic"?

I don’t think 麻烦 is a Japanese Hanzi, because 麻烦 are Simplified Characters of their variants -- Traditional Characters of 麻煩.
麻烦 could be used as a noun , verb or adj, and has similiar meaning as problem.
For examples.
Sorry for bringing you so many麻烦(troubles/problems).
You are really 麻烦到(annoying/problematic to) me.
You 麻烦到(trouble/problem) me
